Education and workforce research sometimes necessitates the use of individual-level data. KYSTATS can provide de-identified individual-level data for statistical purposes in accordance with our Acceptable Use Guidelines. A Memorandum of Understanding agreement is required for any individual-level data request to ensure data security and privacy in accordance with state and federal laws.

KYSTATS can provide de-identified individual-level P-20 education data. Workforce and social benefit program data are not available at the individual-level. Please review the data dictionary for a list of available data elements.
Various elements of the data maintained by KYSTATS on behalf of public agencies are protected and must follow relevant federal, state, or institutional policies. All data shared by KYSTATS will adhere to our Acceptable Use Guidelines. All research utilizing individual-level data is also subject to the Family Educational Rights and Privacy Act (FERPA) requirements.

You will receive an email confirmation after submitting the request form. KYSTATS will follow up by email and most likely set up a meeting to discuss the details of the project. If the project is approved to move forward, KYSTATS will produce a Memorandum of Understanding (MOU). Each individual-level data request must be approved by all agencies providing data for the request. KYSTATS serves as the data steward for these agencies and will coordinate the agreement process.
We cannot provide individual-level data for matched data requests. However, KYSTATS can provide aggregate data for matched requests, or we can analyze the matched data in-house and share the results. Indicate in your request if you intend to match data and someone from KYSTATS will set up a meeting to discuss these options.
It depends. KYSTATS operates on a cost-recovery model and has developed a reasonable fee schedule for services provided. Requests that involve KYSTATS providing data analysis (for example, for matched requests) are more likely to incur costs than requests in which we provide raw data, but this is determined on a case-by-case basis.
Individual-level requests take longer than aggregate data requests due to the extensive review and approval process. In our initial meeting we will discuss timelines.
Only individuals named in the MOU who have signed nondisclosure statements are permitted access to any data provided by KYSTATS. Before any results or conclusions from data provided by KYSTATS are shared with anyone outside the MOU, KYSTATS requires ten business days for KYSTATS to review these results/conclusions/products for adherence with our Acceptable Use Guidelines. This requirement is included in the MOU and applies to data in presentations, submitted for publication in academic journals, white papers, etc.
